You will also need to use a commercial manufacturer, as only they can handle the complexities of manufacturing multilayer circuit boards.

Your CAD software program should easily be able to handle designing multilayer circuit boards. If yours can't, there are other programs that can. Simply do a search for PCB design software on Google and you will see a bunch of programs that can handle multiple layers.

The features that you should look for are up to your technical and design needs, but essential features for most design needs include English or metric designation, design rule checking, autosave, multiple layer capabilities, and export to Gerber files.
